Establishes the Community Readiness Centers Program within the Hawaii Emergency Management Agency to create facilities providing emergency preparedness training, supplies, medical care, internet access, device charging, and medical supply refrigeration before, during, and after disasters

Creates the Community Readiness Centers Special Fund to finance site acquisition, construction, solar/battery backup systems, and emergency supplies for the centers

Renames the Environmental Response, Energy, and Food Security Tax to add "and Resilience" and allocates a portion of the per-barrel petroleum tax and per-million BTU fossil fuel tax to the new special fund

Requires community readiness centers to meet International Code Council 500 standard (capable of withstanding 250 mph winds/Category 5 hurricanes) and be located outside areas vulnerable to natural disasters and climate change impacts

Appropriates unspecified funds for fiscal year 2025-2026 to acquire land for community readiness centers and an emergency operations center on tax map key (1) 9-5-002-003, with HIEMA required to report to the legislature before the 2026 session
