Adds the Head Start State Collaboration Office Director as an ex officio, non-voting member of Hawaii's Early Learning Board

Requires the Early Learning Board to invite the president of the Head Start Association of Hawaii (or designee) to serve as an ex officio, non-voting member

Maintains the existing board structure of 9 voting members representing Hawaii County (1), Maui County (1), Kauai County (1), City and County of Honolulu (3), and at-large positions (3)

Amends Section 302L-1.6(b) of Hawaii Revised Statutes to expand Head Start representation on the board
