Authorizes the Department of Education to award high school diplomas to veterans who did not graduate due to compulsory or voluntary induction into the U.S. armed services during World War II (December 1, 1941 - August 30, 1945), Korean War (June 1, 1950 - July 31, 1953), or Vietnam War (August 1, 1964 - January 31, 1973)

Extends eligibility to any person whose high school education was interrupted due to wartime practices during these three conflicts, regardless of military service

Requires applicants to have been residents of Hawaii or the Territory of Hawaii and enrolled in a Hawaii high school at the time of their service or interruption

Qualified persons must submit eligibility information on forms prescribed by the Department of Education

Reauthorizes and expands a similar program under Act 124 (2015) that expired on June 30, 2020
