Expands scope of practice for licensed occupational therapists, physical therapists, and speech pathologists employed by or contracted with the Department of Education to diagnose medical conditions treatable by their respective services when working with students in educational settings

Removes the current requirement that DOE therapists obtain a prescription from a physician or other authorized health care provider before providing services to students

Enables the Department of Education to claim reimbursement for therapy services more effectively by allowing these professionals to diagnose conditions independently, generating additional funding for therapeutic resources

Amends three sections of Hawaii Revised Statutes: Section 457G-1.5 (occupational therapy), Section 461J-2 (physical therapy), and Section 468E-3 (speech pathology)

Takes effect upon approval by the Governor
