Requires the School Facilities Authority (SFA) to consult with the Department of Education or other impacted departments/agencies before requesting any transfer or lease of state lands under their control

Removes the automatic requirement that the Department of Education transfer title to lands upon request by the School Facilities Authority

Changes land transfers from mandatory upon SFA request to negotiated agreements requiring consultation with the impacted department and governor approval

Allows impacted departments to convey title or lease only the identified lands or an agreed-upon portion thereof, rather than full parcels as originally requested

Takes effect July 1, 3000 (placeholder date indicating deferred implementation)
