Grants the governor discretion to delay filling state legislative vacancies (both Senate and House) that occur 120 days or less before the next primary election

Requires the governor to make the appointment no later than 7 calendar days after the chief election officer certifies the primary election results

Amends Hawaii Revised Statutes sections 17-3 (state senator vacancies) and 17-4 (state representative vacancies) to add this new provision

Current law requires the governor to fill legislative vacancies within 60 calendar days, selecting from a list of three candidates submitted by the prior incumbent's political party
