Authorizes the Department of Hawaiian Home Lands (DHHL) to conduct its own historic preservation reviews for proposed projects on lands under its jurisdiction, rather than requiring consultation with the Department of Land and Natural Resources

Requires DHHL to designate a Hawaiian home lands preservation officer with professional competence in historic preservation and written delegation of authority from the state historic preservation officer

Mandates DHHL provide copies of all reports, maps, documents, comments, recommendations, and decisions to be incorporated into the state's historic preservation digital document management system

Requires DHHL to notify the Department of Land and Natural Resources when initiating reviews and provide copies of final concurrence or nonconcurrence decisions

Retains Department of Land and Natural Resources authority for projects affecting properties listed or nominated for the Hawaii register of historic places or national register of historic places
