Amends Act 130, Session Laws of Hawaii 2024, which increased the loan limit for direct loans from the Department of Hawaiian Home Lands from 50% to 75% of the maximum single residence loan amount allowed by HUD's Federal Housing Administration

Clarifies the effective date of Act 130 to be either when the Secretary of the Interior notifies Congressional Committee Chairpersons that the Act meets none of the criteria in 43 CFR section 48.20, or when U.S. Congress approval becomes law

Removes the previous language requiring only "approval with the consent of the United States Congress" as the trigger for the Act taking effect

Preserves the provision that amendments to section 215 of the Hawaiian Homes Commission Act shall not be repealed when related Acts (Act 107, SLH 2000 or Act 85, SLH 2008) take effect with Congressional consent
