Renames the "Neighbor Islands Blind and Visually Impaired Service Pilot Program" to the "Neighbor Islands Blind and Low Vision Service Pilot Program" to use less stigmatizing terminology

Extends the deadline for the working group to submit a written implementation plan to the legislature from 2024 to 2026, due to delays caused by the August 2023 Maui wildfires

Removes the requirement that the pilot program begin no later than January 1, 2024, while maintaining the program's end date of July 30, 2029

The pilot program serves approximately 2,000 blind or low vision neighbor island residents with peer support, counseling, mobility training, technology training, and daily living skills

Takes effect July 1, 3000 (placeholder date) and sunsets June 30, 2029
