Expands the Department of Health's authority to examine and address nuisances that threaten both public health and environmental health, not just causes of sickness or disease

Renames Part I of Chapter 322, Hawaii Revised Statutes, from "Abatement of Nuisances" to "Prevention and Abatement of Nuisances" to emphasize proactive authority

Defines nuisances to include noxious odors, gases, vapors, mosquito breeding water, sources of filth, and other conditions dangerous to public or environmental health

Specifies that nuisances include toxic materials from methamphetamine manufacturing, clandestine drug labs, and odors and filth from feeding feral birds

Takes effect upon approval
