Establishes a formal process for condominium associations to impose fines for violations of declarations, bylaws, or house rules, requiring fines to be reasonable and notices to include a description of the violation, the rule violated, and appeal procedures

Requires associations to provide unit owners a 30-day appeal period to challenge fines before the board, with the option to subsequently contest fines in small claims court within 30 days of the board's final decision

Prohibits associations from charging attorneys' fees against unit owners or tenants for fines until the fine is deemed "collectable" (after appeal deadlines pass or court proceedings conclude)

Clarifies that unit owners cannot withhold common expense assessments but may dispute them after payment; allows owners to dispute other assessments (late fees, penalties, attorneys' fees) before payment with a 60-day stay on collection if mediation is timely requested

Takes effect July 1, 2050
