Restores budget flexibility provisions that were omitted from the 2023-2025 General Appropriations Act, allowing state departments to transfer funds between capital improvement projects and make supplemental allotments when project appropriations are insufficient

Permits the governor to supplement capital improvement projects funded by special funds, general obligation bonds, revenue bonds, or revolving funds by transferring unrequired balances from other unlapsed projects, provided the scope is not increased

Authorizes similar supplemental allotment authority for airport passenger facility charge-funded projects, allowing transfers from airport revenue funds or revenue bond funds

Establishes a $7,000 protocol fund for fiscal year 2024-2025 for each principal state department, to be expended at the discretion of the department's executive head (director, chairperson, attorney general, etc.)

Takes effect upon approval
