Reduces the central services assessment rate from 5% to 2.5% for transfers from the State Highway Fund, Airport Revenue Fund, and Harbor Special Fund to the general fund

Establishes a dollar cap (amount to be determined) on transfers from each fund, with the lesser of 2.5% or the cap amount being deducted

Requires the Director of Transportation to propose annual adjustments to transfer amounts starting September 30, 2025, based on the Consumer Price Index for All Urban Consumers in the Honolulu area (excluding food and energy)

Allows the governor to approve a zero percent adjustment if the CPI calculation would result in a negative percentage

Effective date is July 1, 3000 (placeholder date indicating further legislative action needed)
