Expands exemptions from the Hawaii Public Procurement Code to include construction projects, in addition to goods and services, when procurement by competitive means is not practicable or advantageous to the State

Allows the procurement policy board (through rules) or chief procurement officer (in writing) to determine that certain construction projects qualify for exemption from competitive procurement requirements

Amends Section 103D-102(b)(4) of Hawaii Revised Statutes to add "construction" throughout the list of exempted procurement categories

Preserves amendments from being repealed when Section 103D-102 is reenacted on July 1, 2027, pursuant to Act 150, Session Laws of Hawaii 2024

Takes effect upon approval by the Governor
