Renames the State Boxing Commission of Hawaii to the Boxing and Combat Sports Commission of Hawaii and expands its membership from 5 to 8 commissioners, with at least one member having combat sports regulatory experience

Establishes a comprehensive regulatory framework for combat sports contests (including mixed martial arts), requiring promoter licenses, contestant medical examinations, medical insurance, surety bonds, and licensed officials including referees, judges, physicians, and timekeepers

Prohibits "no rules combat or similar contests" where participants use combative techniques with few or no restrictions that place them at unreasonably high risk of injury or death

Imposes license fees on promoters of 3% of the first $50,000 in gross admission receipts and 2% above $50,000, plus 2% of broadcasting/television rights sales and 2% of pay-per-view receipts within the State

Repeals the existing Mixed Martial Arts Contests Program under Chapter 440E and appropriates unspecified funds for new staff positions, with an effective date of July 1, 3000 (except appropriations effective July 1, 2025)
