Requires anyone providing verification of disability-related need for an emotional support animal to include written notice that the verification cannot establish the animal as a service animal

Requires sellers of certificates, vests, or identification tags for emotional support animals to provide written notice that these items do not confer service animal status or legal rights

All required notices must be printed in at least 12-point bold type on the receipt or attached documentation

Establishes civil penalties of $100-$250 for first violations and at least $500 for subsequent violations; effective July 1, 2050
