Prohibits state departments and agencies from transferring funds appropriated for employee positions to operating expenses, or from operating expenses to fund positions, unless the transfer fulfills the legislature's original intent for the appropriation

Addresses concerns about a 24% civil service vacancy rate (4,085 vacant positions as of December 2024) and funds being used inconsistently with their authorized purposes

Notes that for fiscal year 2025, the executive branch requested approximately $3.6 billion for over 47,000 permanent and 3,600 temporary positions, representing more than 20% of all authorized funds

Amends Chapter 37 of the Hawaii Revised Statutes by adding a new section to Part II governing the allotment system

Takes effect upon approval by the Governor
