Allows an on-call circuit court judge to assume the duties of the Board of Registration for hearing election disputes when the board lacks full membership

Requires the judiciary to designate one or more on-call circuit court judges in each of Hawaii's circuits to handle election-related matters

Adds a statutory definition of "on-call circuit judge" as a judge of the circuit court who is on call in their respective judicial circuit

Streamlines the appeals process for voter challenges, residency determinations, and voter registration disputes by routing cases to circuit court when boards of registration are not fully staffed

Appeals from decisions by either the Board of Registration or the relevant circuit court go to the intermediate appellate court, with a 10-day deadline after the written decision is served

Takes effect July 1, 2025
