Extends existing nepotism prohibitions in Hawaii's Code of Ethics to cover employees of the legislative and judicial branches, who were previously exempt from these rules

Prohibits state employees from hiring, promoting, supervising, or taking employment actions affecting relatives or household members in their employing agency

Bars employees from awarding contracts to businesses where they know a relative or household member is an executive officer or holds substantial ownership interest

Requires employees who must take unavoidable official action affecting a relative's business to post public notice and file with the state ethics commission at least 5 days before awarding a contract

Takes effect July 1, 3000 (placeholder date)
