Establishes the Hawaii Teacher Registered Apprenticeship Program under the Hawaii Teacher Standards Board to recruit, retain, and increase the number of public school teachers statewide

Limits program eligibility to current or newly hired educational assistants and teacher assistants at public or public charter schools in Hawaii

Requires the Board to work with the Department of Labor and Industrial Relations and approved higher education institutions to develop the program in compliance with federal apprenticeship regulations

Provides $4,000 stipends to mentors who meet qualification requirements established by the Board in accordance with federal Department of Labor regulations

Appropriates $426,848 for fiscal year 2025-2026, including $200,000 for mentor stipends, $116,712 for a business manager officer II position, and $110,136 for an institutional analyst II position, effective July 1, 2025
