Requires Hawaii P-20 Partnerships for Education to establish evidence-based performance metrics to assess workforce and pathway development programs for students

Mandates tracking of standardized outcomes including the number of students utilizing pathways to fill public and private sector job vacancies

Requires collaboration with five state entities: Department of Labor and Industrial Relations, Department of Human Resources Development, Department of Business Economic Development and Tourism, University of Hawaii (including community colleges), and Department of Education

Requires annual report to the legislature summarizing program assessments, including pathways created for emerging sector jobs, job vacancies listed, state government vacancies, and vacancies filled by Hawaii students

Authorizes expenditure of Perkins V federal funds (amount unspecified) for fiscal years 2025-2026 and 2026-2027 to implement the assessment program
