Creates a new position of Governor's Senior Advisor for Mental Health and the Justice System, appointed by the governor with Senate advice and consent

Requires all persons appointed by the governor to serve as senior advisors to obtain Senate advice and consent

Amends the Governor's Coordinator on Homelessness position to require Senate advice and consent for appointment

Requires the governor to submit nominations to the Senate by the 41st day of the 2026 regular session for any persons currently serving in positions newly subject to Senate confirmation

Current appointees who do not receive Senate confirmation by the end of the 2026 regular session may not continue serving in their positions

Takes effect January 1, 2491
