Requires the Department of Education, in coordination with the Department of Health, to develop a fireworks education and marketing program focused on fireworks safety

Mandates implementation of the program in all public schools and charter schools throughout Hawaii

Requires distribution of the program materials to private kindergarten and grade schools in the state

Cites the success of tobacco cessation campaigns (smoking rates dropped from 42% to 12% between 1965 and 2022) as a model for changing public behavior through education

Takes effect on July 1, 2025
