Establishes the Aloha Intelligence Institute under the University of Hawaii's Office of the Vice President for Research and Innovation to advance artificial intelligence research and development statewide

Directs the institute to focus on Hawaii-specific AI applications including climate resilience, sustainable agriculture, marine resource management, renewable energy, health care, cultural and linguistic preservation, and creative media

Requires the institute to develop AI-related education programs spanning K-12 outreach, undergraduate and graduate degrees, workforce development, and faculty training

Creates an advisory board led by a director, composed of university representatives, state agency officials, technology and business leaders, and Native Hawaiian cultural experts

Appropriates unspecified funding for fiscal years 2025-2026 and 2026-2027 to establish 10 permanent full-time positions and 7 non-recurring positions plus start-up expenses, with an effective date of July 31, 2050
