Establishes the Hawaii Civics Collaborative as a private nonprofit organization attached to the Department of Accounting and General Services, with membership including the PACE Commission and appointees from the Governor, Lieutenant Governor, Chief Justice, legislative leaders, Superintendent of Education, UH President, and OHA Chair

Creates a state civics program offering educational courses, workshops, and learning opportunities on democracy, government processes, media literacy, civic leadership training, and community improvement projects

Authorizes certification of civics course completion for employment, volunteer, and civic purposes, with advanced program graduates receiving preference in hiring, grant applications, and procurement from participating organizations

Appropriates $250,000 per year for fiscal years 2025-2027 to establish two full-time civic education specialist positions within the Department of Education

Appropriates $50,000 per year for fiscal years 2025-2027 for the Public Access Room to conduct civics programming, with effective date of July 1, 2025
