Establishes the Hawaii Film Authority within the Department of Business, Economic Development, and Tourism to promote and develop the state's film industries, with powers to invest in film studios, manage production facilities, and serve as a co-producer on local productions

Creates a Hawaii Film Authority Board consisting of 12 members including state officials, county film office representatives, labor union members, and film industry representatives to develop a five-year strategic plan and coordinate permitting processes

Establishes the Film Industry Development Special Fund to receive legislative appropriations, donations, grants, and revenues from the motion picture tax credit processing, replacing the film portion of the existing creative industries fund

Transfers all rights, powers, functions, duties, employees, and property from the existing Hawaii Film Office to the new Hawaii Film Authority

Requires the authority to submit annual reports to the legislature detailing progress on strategic objectives, workforce initiatives, tax incentive impacts, and revenue generated by film production
