Grants the Agribusiness Development Corporation (ADC) eminent domain authority to acquire real property, including fixtures and improvements, through condemnation under chapter 101 when the corporation determines the property is necessary for immediate or future use

Prohibits any real property acquired by ADC through condemnation from being transferred or taken for any other public use without the corporation's consent

Preserves existing protections for Native Hawaiian water rights, traditional and customary rights of ahupuaa tenants, and water rights held by organizations benefiting people of Hawaiian ancestry

Makes technical and conforming amendments to renumber existing statutory provisions to accommodate the new condemnation authority

Takes effect July 1, 3000 (placeholder date indicating legislative intent to defer implementation)
