Establishes a State Permitting Office within the Department of Transportation to review and issue building and infrastructure permits for state construction projects on state lands, state buildings, and state roads/highways

Allows applicants to obtain state permits in lieu of county building permits for work on state property, exempting them from liability for not obtaining separate county permits for the same work

Requires the office to ensure construction plans comply with the state building code (section 107-31), applicable county building codes, and other construction codes before issuing permits
