Establishes a fruit tree harvest pilot program in specific Hawaii districts requiring state agencies to plant edible fruit trees in new or renovated landscaping projects on state property, to the extent practicable

Allows any person to harvest fruit from trees planted under the program without requiring a permit or license, while preserving the State's authority to enforce trespassing laws

Provides immunity to the State, political subdivisions, agencies, officials, and employees from civil damages or criminal penalties for injuries or illnesses from harvesting or eating fruit under the program, including food-borne illnesses

Requires participating state agencies to submit a collaborative report with findings, recommendations, and proposed legislation to the legislature at least 20 days before the 2027 regular session

Pilot program expires on July 30, 2027, with effective date of January 1, 2491 (appears to be a drafting error)
