HI SB2001

Establishes the Waiakea Community Development District in the Banyan Drive/Waiakea peninsula area of east Hawaii Island, to be administered by the Hawaii Community Development Authority (HCDA).

Creates the Waiakea Community Development District Special Fund to receive revenues, grants, donations, and legislative appropriations for district operations and development.

Adds the chairperson of the Banyan Drive Hawaii Redevelopment Agency and two Waiakea district representatives (one area resident, one local business owner or nonprofit officer) to the HCDA board.

Requires establishment of a community advisory council including at least one lineal or cultural descendant with ties to the Waiakea ahupuaa, selected in consultation with the Office of Hawaiian Affairs.

Authorizes the HCDA to seek federal funding, issue bonds, establish district improvement and maintenance programs with service fees, and conduct planning activities both within and outside district boundaries.
