Amends Act 255 (Session Laws of Hawaii 2022) to establish a July 1, 2030 deadline for transferring appropriations, records, equipment, and other property from the University of Hawaii to the Mauna Kea Stewardship and Oversight Authority

Creates a failsafe provision: if Act 255 timelines are not met by December 31, 2031, the Mauna Kea Stewardship and Oversight Authority will be repealed and management authority over Mauna Kea lands will revert to the University of Hawaii

Extends the primary lease (General Lease S-4191/S-5529) between the Board of Land and Natural Resources and UH for Mauna Kea lands by 10 years, from December 31, 2033 to December 31, 2043

Authorizes 10-year extensions for all subleases to astronomical observatories on Mauna Kea lands, subject to each observatory's agreement, with new expiration date of December 31, 2043

Sets the Act's effective date as July 1, 2050
