HI SB2007

Authorizes county land use decision-making authorities to approve district boundary amendments for parcels up to 25 acres for residential housing, agricultural workforce housing, long-term rentals, or workforce fee simple ownership without Land Use Commission review.

Requires qualifying 25-acre projects to be immediately adjacent to urban districts, exclude conservation lands and important agricultural lands, and have lower-quality agricultural soils (productivity rating C, D, E, or U).

Limits 25-acre boundary amendments to lands already identified for residential use in county comprehensive general plans adopted within the past 20 years.

Allows counties to consolidate state land use district boundary proceedings with local general plan, development plan, and zoning amendments.

Takes effect July 1, 2026.
