Reduces the maximum speed limit on Daniel K. Inouye Highway from 60 miles per hour to a uniform 55 miles per hour along the entire length of the highway.

Eliminates the previous variable speed zones, including the 45 mph zone that applied from the Pohakuloa training area to one-half mile east of Mauna Kea county park entrance.

Responds to a significant number of traffic accidents, deaths, and excessive speed citations reported by Hawaii police department on this roadway.

Amends Section 291C-106 of the Hawaii Revised Statutes to implement the new uniform speed limit.

Takes effect upon approval by the Governor.
