When used motor vehicles are transferred between private individuals, the seller must remove the license plates and registration tags and submit them to the county director of finance for disposal.

Buyers of used vehicles from private parties must register the vehicle and obtain new license plates with new numbers within seven days of the transfer, providing the certificate of title, dated bill of sale, and required documentation.

County directors of finance must notify all applicable state and local agencies (including law enforcement, department of accounting and general services, and the judiciary) upon receiving official transfer notification through a centralized notification system.

Each county must establish an automatic, instantaneous centralized notification system for vehicle transfers by July 1, 2028.

Violations of the new plate/registration requirements carry a maximum fine of $100, and the Act takes effect March 22, 2075.
