Removes the Department of Education's authority to mandate that students attend schools outside their designated service area, with exceptions remaining for Hawaiian language programs, charter schools, geographic exceptions, federal law requirements, and career and technical education programs

Phases out mandatory out-of-service-area attendance for sixth graders over five years: 80% of 2024-2025 levels by 2026-2027, decreasing by 20% each year until reaching 20% by 2029-2030

Addresses school overcrowding in the Kapolei complex caused by reassigning students who would otherwise attend schools in the Nanakuli complex

Requires the Department of Education to submit annual reports to the legislature from 2027 through 2031 on compliance progress and statewide data on students mandated for out-of-service-area attendance by grade

Statutory changes take effect July 1, 2030, following the completion of the phaseout period
