HI SB2014

Requires the Director of Human Resources Development to abolish any state government position that has been vacant for more than five years

Exempts positions where the hiring department certifies it is awaiting approval to hire or positions that are federally funded

Funds from abolished positions must immediately lapse to the credit of the appropriate fund

Mandates the Director's annual legislative report include a list of all positions abolished under this requirement, along with agency attachments, vacancy duration, and reasons for abolishment

Takes effect January 1, 2077
