HI SB2016

Allows the governor's appointment to fill a legislative vacancy to cover both the unexpired term and the succeeding full term under specific circumstances.

Applies when a state senator or representative dies or becomes permanently incapacitated after the candidate filing deadline but before the primary election.

Requires that the deceased or incapacitated legislator was the only candidate on any ballot for that seat in the upcoming election.

Maintains existing requirements that appointees must be from the same political party as the prior incumbent and must have been party members for at least six months.

Appointees must be residents of the same senate or representative district as the prior incumbent at the time of appointment.
