Requires the Department of Agriculture and Biosecurity to accept and manage qualifying non-agricultural park lands transferred from the Department of Land and Natural Resources, rather than making such transfers optional.

Authorizes the Department of Agriculture and Biosecurity to request easement information from the Department of Land and Natural Resources before any land transfer occurs.

Requires Department of Land and Natural Resources to obtain approval from both the Board of Land and Natural Resources and Board of Agriculture and Biosecurity before withdrawing pasture lands for reforestation or other public purposes.

Mandates at least one year notice to current lessees or permittees before withdrawing pasture lease lands, and requires an approved, funded action plan for reforestation before removal.

Effective date of July 1, 2050.
