Expands the School Facilities Authority's powers to include public-private partnerships for design, financing, and maintenance of public school facilities, including charter schools and projects on privately-owned land.

Establishes a pilot program requiring the Authority to develop three new public schools in different geographic areas through public-private partnerships, which may include long-term leases, leasebacks, acquisitions, or sales of land and assets.

Proposals will be evaluated based on cost savings, community need for school capacity, enrollment growth projections, design quality, delivery speed, and site availability.

Requires an interim report to the legislature by early 2027 and a final report with recommendations by early 2028; the pilot program expires June 30, 2028.

Appropriates unspecified general fund revenues for fiscal year 2026-2027 to administer the request for proposals process, with an effective date of July 1, 2050.
