Expands Hawaii's "move over" law to cover all stationary vehicles displaying hazard lights, road flares, traffic cones, or other warning signals, not just emergency vehicles

Requires drivers to reduce speed to 20 mph below the posted limit on roads with limits of 30 mph or higher, or to 5 mph on roads with limits under 30 mph

Mandates lane changes away from stopped vehicles when safe, allowing drivers to move two lanes over if possible

Cites nearly 3,600 nationwide fatalities between 2014 and 2022 involving stranded drivers and passengers near disabled vehicles

Takes effect March 22, 2075
