Establishes a "grid-ready home" definition for residential properties equipped to integrate electric vehicle chargers, heat pumps, solar systems, and energy storage batteries meeting UL 1741 and UL 3141 standards.

Requires the Public Utilities Commission to create a streamlined interconnection process with strict timelines: utilities must respond to applications within 5 business days, provide executable agreements within 5 business days of completeness confirmation, and complete service upgrades within 3 months.

Creates a cost-sharing mechanism for interconnection and service upgrade costs, with the schedule reviewed every 6 months based on actual utility costs from the preceding two years.

Allows licensed electricians to isolate electrical service at utility meters for panel upgrades, subject to notification and inspection confirmation requirements, and establishes virtual commissioning protocols.

Requires annual reporting on the grid-ready home interconnection process including customer numbers served, average approval timelines, fees collected, costs recovered, and value of deferred infrastructure upgrades; effective July 1, 2050.
