Prohibits condominium associations from charging attorneys' fees to unit owners or tenants for fines unless the fine is deemed "collectable" through completion of the appeals process or court validation.

Defines a fine as collectable when the appeal period expires without appeal, the fine is upheld on appeal without timely small claims court challenge, or small claims court does not invalidate the fine within 90 days.

Changes the standard for assessing costs in trial de novo cases from simply not "prevailing" to failing to improve one's position on the arbitration award by 30% or more.

Applies to actions enforcing condominium declarations, bylaws, house rules, and state condominium law.

Effective date of July 1, 2050.
