Repeals Hawaii's Land Court system (Torrens system) and transfers all its functions, personnel, records, and property to the Bureau of Conveyances (regular "race-notice" system)

Establishes an 11-member working group within the judiciary, chaired by a judiciary member designated by the chief justice, to recommend reforms for eliminating the Land Court and report to the legislature before the 2028 session

Requires the administrative judge of the first circuit and assistant registrar of the Bureau of Conveyances to determine by January 1, 2029, the dates when no new Land Court applications or certificates of title will be accepted

Appropriates an unspecified sum for fiscal year 2026-2027 to notify registered property owners about deregistration requirements

Takes effect July 1, 2050, with certain sections having earlier effective dates to be determined
