Establishes a 24-hour toll-free civil rights violations helpline through the Hawaii Civil Rights Commission to assist individuals harmed by federal troop deployments, federal law enforcement, or immigration enforcement operations in the state.

Helpline will provide resources including government assistance program information, social and legal assistance referrals, school crisis intervention programs, and receive anonymized complaints of misconduct by federal law enforcement or military personnel.

Requires monthly preliminary reports submitted to the legislature and posted online, plus annual comprehensive reports with aggregated data on report types, agencies involved, patterns of misconduct, excessive force, and racial profiling.

Mandates at least one public hearing annually to present findings, with all personally identifiable information redacted from reports and communications kept confidential.

Appropriates unspecified funds for fiscal year 2026-2027 to hire civil rights investigators, data analysts, and program managers, plus contract with Aloha United Way to operate the helpline through their existing 211 system.
