Establishes the Affordable Housing Land Inventory Task Force within the Office of Planning and Sustainable Development to study maximizing housing development on state and county lands near transit-oriented development zones, transit hubs, bus stations, and urban growth areas

Task force membership includes directors from multiple state agencies (HHFDC, Hawaii Public Housing Authority, Hawaii Community Development Authority, Board of Land and Natural Resources) plus all four county mayors, chaired by the OPSD director

Study must evaluate agencies' planned property uses, existing conditions, site constraints, environmental conditions, entitlement requirements, tenancy agreements, and estimate potential housing units for each site

Requires submission of findings, recommendations, proposed legislation, and a list of parcels with unit counts and redevelopment timelines to meet Hawaii's housing needs over the next 100 years, due 20 days before the 2028 legislative session

Appropriates unspecified general fund amount for fiscal year 2026-2027 for one staff position and contractual services; task force dissolves January 1, 2028, with effective date of July 1, 2050
