Requires Hawaii bidders/offerors to certify under penalty of perjury that at least 51% of direct labor hours will be performed within the state and maintain Hawaii qualification throughout contract performance.

Specifies that contracts are awarded at the original bid price, not the reduced evaluation price, and the preference does not apply when only Hawaii businesses compete against each other.

Allows price adjustments equal to the preference value and potential debarment if a contractor fails to maintain Hawaii bidder qualification during contract performance.
