Requires the Department of Land and Natural Resources to establish a Marine Life Conservation District Carrying Capacity Program covering all 11 existing MLCDs in Hawaii (3 on Oahu, 3 in Maui county, 5 on Hawaii island).

The program must assess carrying capacity of each district, evaluate commercial use permit levels, and monitor the effectiveness of closures (kapu), activity restrictions, and access fees.

Directs DLNR to consult with counties, University of Hawaii (including Hawaii Institute of Marine Biology), and existing commercial permit holders in developing the program.

DLNR must submit reports with findings and proposed legislation to the legislature before the 2027 and 2028 regular sessions, and adopt administrative rules to implement program results.

Appropriates an unspecified amount from general revenues for fiscal year 2026-2027, with an effective date of July 1, 2050.
