Establishes a School Bus Driver Recruitment Grant Program within the Department of Education to fund commercial driver's license training, testing, permits, medical fees, and mobile training units for neighbor islands.

Creates a School Bus Driver Recruitment Special Fund funded by legislative appropriations, state and federal grants, and fees collected under commercial driver's license provisions.

Implements a $2,000 signing bonus for new school bus drivers with commercial driver's licenses, with full repayment required if the driver leaves or is terminated before completing 36 months of employment.

Establishes a three-year School Bus Driver Outreach and Pathway Program to develop recruitment campaigns, informational sessions, partnerships with schools and community organizations, and workforce development courses.

Requires the Department of Education to submit quarterly public reports to the legislature on driver vacancies, applications, hires, separations, retention rates, canceled routes, and program expenditures by county.
