Requires all state agencies monitoring environmental toxins and pollutants to establish environmental action levels (EALs) based on best practices and current scientific evidence for safe environment preservation

Prohibits modifications to EALs without public notice, scientific justification, at least 30 days for public comment, and one or more public hearings in compliance with Chapter 91 (Hawaii Administrative Procedure Act)

Allows any Hawaii resident to petition state agencies for modification of established environmental action levels, with agencies required to respond promptly per Chapter 91 procedures

Appropriates unspecified general fund amounts for fiscal year 2026-2027 to develop a government portal website for EAL information and to host webinars on potential EAL changes, administered by the Department of Health
