Establishes a PFAS (per- and polyfluoroalkyl substances) Working Group within the Department of Health to investigate contamination of these toxic chemicals in Hawaii's environment, water supplies, and food sources.

Working group members include the director of health, chairpersons of land/natural resources and agriculture boards, a Honolulu Board of Water Supply representative, a University of Hawaii environmental expert, and invited stakeholders.

Responsibilities include assessing PFAS contamination sources, evaluating public health risks in sensitive ecosystems and vulnerable communities, reviewing existing regulations for gaps, and proposing testing, monitoring, and remediation strategies.

Requires annual interim reports to the legislature before the 2027 and 2028 sessions, with a final report due before the 2029 session, including findings, recommendations, proposed legislation, and potential remediation funding sources.

Working group members serve without compensation but receive expense reimbursement; the group ceases to exist on June 30, 2029, with an effective date of July 1, 2050.
